Battery fires are exotherm AFAIK and get very hot, flame retardants can probably only slow everything down.

I accidentally punctured a maybe 30% charged battery while attempting a display swap on my phone a couple years back. The thing started a nasty hissing sound and smoked like crazy. I was glad to live on ground level and was able to throw the thing onto concrete tiles in the backyard. Lithium battery energy density is no joke.
Not to mention if it was sitting around it was probably pretty full.

It's just a little power pack. Plenty enough to start a house fire, but I don't think just being nearby for a few minutes is enough to drop you dead, or electric car crashes would be a death sentence
Electric car crash fires would be a near instant death sentence if the car were in an enclosed space. Also if you are trapped in you car with the battery fully on fire you obviously wont survive but usually people die from other causes before that becomes an issue.
People keep dying because their faulty e bikes catch fire in their homes. With this small battery, humans would have enough time to escape, but these dogs stood there for minutes.
Being low probably helped a lot
