So first, this is pro-Deng seemingly. Working from that premise, I think it is making fun of ultras having to play it cool for Nixon so Deng's plan could work properly, and how they were actually super upset about it and drinking? a lot?. The dark skin mask is also showing that part of the plan was to play to Nixon's racism, he just sees easy to exploit cheap non-white labor.
