how tf is this supposed to work out legally?? my company deals with a lot of confidential data in excel and have the money rip bill gates' balls clean off for this. surely the state dept and a load of banks etc are the same

This is not true. They don't.
However, the terms of service would allow them to do this if they wanted to, and everyone should use LibreOffice anyway.

At a certain point, this might be the only place they can find reliable unpolluted data to train the models on.
