- The title means that Musk acted as if he's the president and dictated to Republicans to not pass the legislation that needs to pass. It doesn't mean he literally declared himself president. That would be stupid.

The article doesn't show any evidence of Musk 'declaring himself President', and he didn't (and can't) shut down the government either.
What the fuck is this headline?
- He convinced Trump to stop it while also threatening GOP lawmakers with primary money if they supported the original bill.
