I'm not as well versed as he was but it was basically: The Justice department deals with crimes and punishment, citizenship is just plain membership to a country. If you don't have citizenship to any country it's just like you don't exist in paperwork terms. It doesn't line up with what the justice system is supposed to do.
Of course Trump just wants to kick people out. So he'll "negotiate" for random countries to take in people (even not their citizens) or he'll slap tariffs on them. This is also what asylum is supposed to be for.

Further investigation suggests that almost three minutes of the video could be missing though the authors concede that the missing minutes may have been overlap between the two files that were stitched together.
