L'histoire : quelqu'un voit qu'il y a un problème. Il met en face un organisme pour gérer ce problème. Tout se passe bien pendant des années. Cet organisme rend service à plein de monde. Puis, pour des raisons plus ou moins spontanées, ça degénère. Principalement parce que c'est beaucoup plus facile de contrôler que d'aider. Ça demande moins de compétences (il n'y a pas à connaître l'intégralité des mécanismes, mais juste une liste de choses à contrôler). C'est très confortable car on sait mieux prédire le temps passé (1 heure la vérification contre un temps indéterminé pour comprendre le problème, proposer des solutions, le résoudre). Les responsabilités sont moindres (dire ce qui ne va pas, on se mouille moins que commencer à faire quoique ce soit). Ça peut aussi être dû à de la perte de compétences au fir et à mesure des départs de gens qui savent.
Bref. Ça se voit partout. Les caissières qui deviennent des agents de sécurité aux caisses automatiques. L'ANPE qui devient un contrôle de bon citoyen. L'ONF qui passe de milliers d'agents qui s'occupent des forêts à quelques centaines qui n'ont plus le temps que de contrôler. Etc.
J'ai l'impression d'avoir vécu une génération. Pas mal de jeunes ne doivent même pas savoir qui c'est.

LAN parties. I remember the first time I could connect two PC together. It was Doom, with a serial-to-serial cable. We were two players on the same fucking map. It was awesome!
Then coax cable networks with friends. We used to have two or three different networks during a LAN party since you could not disconnect the coax cable to add a player without stopping the current games. The players arrived later would plug a new network just for them, and launch a game waiting the first players to finish theirs.
