Looks like someone used the roof tool in Sims 3 with the wrong cheat still enabled.

It looks like it is foldable and hasn't been fully unfolded (or has refolded itself)

I actually love this, though I wish it'd cover the whole roof

I just wish the buildings under it weren't so ugly...
