Nah, most likely Tesla money. Most often when you see police performing a "private" function like this they're being paid by the requesting party.
Just like cops escorting a funeral procession or directing traffic for a church or private school, they're paid by whoever requested the service. Police departments are like any business. They got payroll to meet, obligations to cover, etc. They can't just yank cops from their normal duties for shit like this. They use off-duty or "*retired" officers.
Say what you will about capital hiring rent-a-cops, but they're probably not doing this on our dime.
Buddy of mine was briefly a cop, could still strap on the uniform to escort a funeral or the like.
If that's the case... it's better, but I really would rather them not be able to wear the uniform or have police powers off duty outside of an emergency.

They had no choice in the matter. I am willing to bet no one wanted to stand there.
Their choice is to continue their career as a police officer. Obviously they will need to take some job to support themselves or a family, but there are so many options which don't require them to be a defense force of a harmful system, enforcing broken laws and harassing those who protest against it.
I mean, they chose to sign up.

ETA: fun facts, the Chicago Police Dept budget is just below $2 billion. That puts it right below Slovakia's entire military budget. Slovakia's population is ~5.5 million vs. Chicago's 2.7 million people.
Chicago alone has almost as many cops as the entirety of Ireland (which has 14.6k cops for 5.3 million Irish citizens)
That would probably work if there wasn't a ridiculous overabundance of cops in just about all American cities.
As it is, there's enough of them to function as a private security force for billionaires and their property (their primary raison d'être) in greater numbers than usual like this without neglecting any of their usual oppression of minorities, poor people, and especially combinations thereof.
Sure, you gotta still use stealth and planning, but you're dealing with a different level of attention.
Vandalism normally isn't a high priority in the cities I've been in. People report it, and the response time is slow, even in wealthy areas or business centers because it's just not an emergency. They'll dispatch a car or two, or the equivalent, but they won't send bigger numbers, and any kind of riot response is going to be slower because they're held back for the obvious target.
Same with small numbers of people making quick strikes at targets that support the main focus of the actions.
Couple that with coordination at targets and false actions to distract, and you can do some decent amount of work in the time you'll have

I dont understand targeting the Tesla dealers. Short term, I would think insurance would be a revenue recognition bonanza. Longer term, if violence continues, insurance rates would increase, so there's potential expense drag there.
All I'm saying is that targeting the commodity is misplaced aggression.

I think that Tesla doesn't have a typical dealer network and they own their dealers which gave them a lot of trouble from the law.
Tanking Tesla stock costs Musk a lot. Trashing unsold teslas means Tesla makes a lot of insurance claims. Short term that’s as good as a sale, well not really, the insurance only pays the replacement value which is less than the sell value, so it hurts their profits a bit, but it reduces stock and that does help a little. But if there’s a pattern of Tesla dealerships getting entire fleets destroyed, their insurance rates go up, which hurts their profits a lot more. So they’ll raise prices and sell fewer cars, which hurts their entire business.
Once or twice, it’s no big deal for Tesla. If the pattern keeps up then of going to start to squeeze them.
Musk has been a toxic asset for Tesla for quite some time, even before recent DOGE shit. I’m not sure why they don’t remove him. I get that he has majority shares, but there are still mechanisms for removing him.
Individual acts will never overshadow an organized movement. But individual acts may stoke the public consciousness, though they can also stoke those in power. It's a tightrope to be sure.
