I don't think it's illegal. The amount of citizen with access to enough wealth to own a car is just relatively low
Private car ownership is highly restricted. You only have access to a car if you are a party member, are conducting business for the party, or are well connected.
Their society is very localized and travel is restricted(you need a permit to leave your county), trains and bicycles are how you move about if you aren't walking.
Those roads are probably for police and military so they can arrive quickly in case of invasion or citizens becoming uppity.

Also why the US highway system was built, btw. The president who championed it, Eisenhower, was the commander of US allied forces during WW2. While there were other benefits, his goal was to be able to quickly transport troops in the event of a Soviet invasion.
Which was also the real reason Hitler built the Autobahn (or rather, continued and expanded the plans that already existed).
And why Eisenhower built the interstates. They even used dod funding

LOL, if one can afford a car in NK, it must be a dream to drive it. Roads as wide as in California with zero traffic.

They don't want anyone to go anywhere without being extra nice. It's not car centered city, it's a huge prison.
They need wide roads. Who knows how fat Kim Jong Un is going to get?
