Those cats eat special ops people and with time the dyes get deposited in their fur resulting in such patterns.
It takes a diet of about 100 people per year per cat to get a fully developed kitty like that.
And yes, it's worth it.

Cats eat corrupt politicians and evil aliens too, so it's safe to have some on the ready.
