The woman is reportedly denying the charges saying during voluntary questioning that she was not aware that the suitcase is a vehicle that requires a driver's license.
When you start to realize that there could be too many laws on the books.
The audacity of that woman!

- Carrying on on her carry on, like a carrion.
It has a max speed of 13 kph, that's practically crawling. And she was on a sidewalk. This is just much ado about nothing

- This is the purest form of battery-on-wheels I can imagine and I find this highly amusing.

Since wind does riding an ebike require a license?
- If it can accelerate without pedal-assist, it's not an ebike in many jurisdictions, likely including Japan.
- Japan might not have a category for e-bikes. The article says the suitcase was considered a motorbike.
- Since legislators realized that mopeds had been invented.
