Huh. So if you aren't leveling up it wouldn't generate any charges??
So I went back to look at the artifact description / hint. IMHO that statement is too vague to make it clear what the mechanism is tied to:
"...seems to fill up with food as you adventure and gain experience"
...I read this as a generic statement, something like "as you keep adventuring in the dungeon".
My misunderstanding lead me to make a particularly terrible choice: using my bonus food source to support a trip back up 3~4 levels with new potion of levitation to get the other 2-of-4 gold chests suspended in a chasm room. And starved -- but without understanding why.

My mage got very lucky finding enough "extra" food to store in the Horn of Plenty --> +10! ...but apparently even at +10 it's not enough to keep up with a normal rate of hunger?!!??
I get that no such warranty was either expressed or implied. ...but damn, this feels pretty bait-and-switch 😥
Ah. Thanks for the clarification. Looks like I need to read more carefully: I'd been assuming all the speed/haste things behaved similarly. Ooops

What? I thought that haste (potion, ring) was only effective when there are no "nearby" enemies
I found this tier 3 Sai pair as a +2 (5-14 damage). But since T3 Sai +0 do 3-10 damage, I expected the +2 to do 5-18 (since normally weapon upgrades add 1-(T+1).
The 1/2-normal upgrade pattern continued over time too, so now at +4 it does only 7-18 (not 7-26).
...Is this weapon "penalized" to make up for the first finding it as better-than-normal +2?

(I've only been down to level ~18, but...) A wand of regrowth can help you collect a ton of seeds to make into potions+etc w/ alchemy
