No, the devs are being intentionally dishonest by pretending what was once the full game can still be considered as such. They have created so much more content for the game, you can no longer reasonably define the "base game" as the "full experience". At this moment, if a person wanted to play rimworld in its entire and complete form, it would cost them over $100. There are no bundle deals, the game barely ever goes on sale, the devs are clearly trying to maximize profit, an action which would be met with judgement and criticism in any other circumstance, as it should.

A small demo portion of the game is $35, which is absurd in and of itself. The full game is now over $100. In no world is that considered a "low cost", especially not for the caliber of game being offered.
