You are either using hyperbole or you are lying. VAC is an incredibly good AC for CS. To have a cheater every other game is not possible unless your trust factor is in the basement/you are at 20k+ (which I doubt)/ or you are really low like <3k (most likely).
Game sense is a big thing in CS and it can be the reason for a lot of decisions that people make, which can be thought of as cheating. Go watch professional LAN tournaments of 1.6 especially on Nuke and see all the wall bangs that happen that's not wall hacks it's game sense.
I was in a similar position to you a week ago with a 6700k and a GTX 1080Ti. The CPU will absolutely be a bottleneck, it's a quad core from 2015 (80% CPU/20%GPU bottleneck, depending on use case.). I would upgrade the CPU first then depending on what games you play upgrade the GPU later.

Most of the changes have been because Pirelli requested them. The change from 13" to the current 18" was because Pirelli said no one uses 13" anymore so can we move to a more common tyre size. The degrading of the tyre is FIA and FOM though.
Maybe No Man's Sky? It has been updated a lot since it was released and fixed most of the issues.
