Like how California applies stricter emissions standards to automobiles such that manufacturers have to produce "California" cars to sell there (and by extension dragging the rest of the country into the future, kicking and screaming)? We've already done this.
Also, won't someone think of the poor, poor energy companies!?
"The stakes could not be higher" - yeah, we've got a planet to save. "Impose untold damages", well yes, the damages are untold, as the cases have not been adjudicated, yet. And the damages will be higher the longer it takes for humanity to stop stabbing it's collective self in the eye.
But the CARB rules are specifically grandfathered in by the EPA, since they predated it, which also limits their scope. CA can't just make up its own rules outside of that scope, and no other state can make their own rules, (but are allowed to adopt the CA rules where they are stricter than federal.)
