Received another video of the arrest that starts when the person is grabbed, which seems to clarify the sequence of events and unusual aspects of this arrest.

Piecing with other witness statements, it seems NYPD was trying to corral the overflowing crowd to the sidewalk, behind barricades on the sidewalk (as they stood in barricades in the street), and demanding a minor in a wheelchair get on the sidewalk who was essentially stuck.

Per video, Beaudette then pulls someone next to the protestor in a wheelchair out of the crowd and on the ground, where multiple cops pile on top of her, then gets on his megaphone offering to do the same to others watching in confusion at what just happened.
