I used to make scenes like this in 3DS Max back in the day. They made it so hilariously easy at one point to generate stuff like this. Obviously I know more work was put into this than some simple generation, so I applaud the scene; it looks very good.
I'm looking around now and it doesn't look like it was max, but I vividly remember something in the early 2000s that generated scenes like this. You could choose how high the cloud cover was, you could make it "woodsy" or snowy, etc.
