By the Nine this is so compressed that the MsPaint blue rectangle has artifacts.

Yeah, why does it have that? I thought things are more compressible if they're simpler (no artifacts, just a flat blue rectangle).
all depends on the compression algorithm. jpeg is not great at that sort of computer interface type look
