It does appear in the body of the article but in what I read as a positive usage
the New Horizons spacecraft that aced a close approach with Pluto while sending back fantastical images of the otherworldly orb and its moons
But adding it to the title does seem to make it into a derogatory use.
Luckily there's still ESA and CNSA, and I think India and Japan(?) have both been stepping up their space programs recently.
And I bet with NASA being gutted other agencies will want to try for the spot as the world's leading space agency, like what NASA once was. It would be a huge boon for local industry.
