iirc, this "state mandated" parental control system is able to be opted out of by the parent.
i was addicted to online video games as a teenager (I still am). my parents would turn the router off at bed time but I would sneak downstairs and turn it back on. they found out eventually and took the router into their room, I would sneak in after they fell asleep and grab it and plug it in to play games and return it before I went to sleep. Then I helped my neighbor set up his wifi and could pick it up at 1 bar, worse case scenario cause I knew the password. The really addicted and resourceful kids will be able to still play, they'll have VPNs and workarounds. It does help the majority who aren't as addicted and maybe prevents cases like mine - my schoolwork suffered a lot and I was constantly tired from staying up late playing games.
Oh, that's good... I guess it's about recommending what parents should do to deal with this problem...
