Best i can figure is that its two pieces of cardboard attached to that pole and they wrote the same half of the text on each side instead of reversing it for the back. Then the pole blocks out the two "of"s

What else to expect from a state with ho right in the name

What does this even mean? Idaho the women as property state? Idaho as property the women state? I don't know if it's that obvious or i'm just confused lol.
