Like they did back then. Which then lead to large burning bodies of water. Which then lead to regulations.

Obviously I don't know where this is or what the rules are there. I think though in some places this is not illegal as it's a small electric motor that can't go fast. But that's just my thoughts this morning. Also, where there's a will there's a way, and good luck to him, awesome ingenuity.
I'd hope that there are laws for what coating you can have on your boat. Slowly leaching heavy metals and paint chemicals into the lake probably isn't good for the ecosystem.
Interesting take on registering a boat. I agree with your philosophy regarding nasties in the water. Sad to say that any kind of run-off will probably have lots of ugly things in it. And I mean it's not like all boats are completely without harm to ecosystems really.
