Everything is going according to plan. Evangelicals were at the forefront of putting Trump in power, so if you want to know what and why Trump is doing something, look at their goals. Since the 1980's evangelicals have wanted to remove the separation of church and state from the constitution. Following Putin and Hitler's playbook, they are creating a crisis. When Americans are bankrupt and desperate, Trump will declare a national emergency and suspend both the constitution and congress - he will rule by presidential decree. With the powers he has granted himself, he can singlehandedly amend the constitution and "POOF" you have an Evangelical theocracy. Welcome to the new america.
