- Oh you squeeze the bottom part. Mine looks the same on top, you just spin the outside part.

It's called a birdie and is for trimming nose and ear hair.
Have one, would recommend.

Damn I was gonna jokingly say hand operated nose hair trimmer but apparently that's right? That's crazy. The tip is what gives it away I think.

Is it a wine bottle opener? Squeezing the handles drives the screw down?

I would suggest people hide their answers as spoiler. I came in thinking it was a bottle opener. That definitely doesn't look like a nose hair trimmer!
- It does if you've seen a nose hair trimmer before. This is how they've looked for decades.
