I don't think you should be hopeful, experts. They're about to go way up.
Absolutely. just as soon as Trump hits the whitehouse everything that caused the decline is going to go away.
because they're assholes who care more about staffing prison labor programs than about the american people. There's a reason incarceration is the only form of slavery enshrined in the constitution, and it ain't because the labor is somehow reformative.
