I mean, if you take their objectives at face value (rescuing hostages, getting rid of Hamas) then yeah they have failed, but I don't think those were their actual objectives.
As Normal Finkelstein has pointed out a number of times, their true objectives were to ethnically cleanse the Gaza strip and make it uninhabitable for human life, which they have largely succeeded at.
