How many times, old man?
- Until it gets through, there's nothing preventing them from doing it times and times again.

- Why isn't this banned in constitutions? That's the only way to stop them trying
  
  There should be a minimum wait time until you're allowed to resubmit.
- Until people are tired, not paying attention or it is watered down enough that it passes. And trust me, it will pass. It's a known formula.
