Perhaps. But why stick your neck out and sponsor this. He'll look like a "ufo nut" for nothing. I have no what's really going on but he's a serious person.
It's not sticking his neck out at all, it's an easy win with no downside. His statements regarding UAP have been pretty milquetoast. He knows 'declassifying government secrets' sounds good enough to score a few points with anyone that thinks the government is hiding saucers and nobody else really cares.
Plus he's had his seat since 1998 and is the senate majority leader so he's not going anywhere anytime soon. This was a totally risk-free move by a savvy politician.
