OP, maybe send the brother a letter: offer to help him (if you still want to, otherwise wish him well or something) or to mutually cease contact. It sounds like his life has just spiraled out of control, so he may appreciate having a choice.

Unfair the island was burdened with so many but the conditions of the camp are awful.
