Wish it was that simple, but glass & construction-grade silica sand are actually becoming somewhat scarce and facing shortages. The composition, purity, and grain size make some sand vastly more desirable than other sand. There's already commercial operations grinding down quartz slabs, because thats easier than trying to sieve and process out all the non-quartz grains.
And sand-dredging operations arent any less damaging to the enviroment than other strip mining methods even where there are good deposits. Glass recycling is good.
Graeber had a bit in Bullshit Jobs about how the more societally necessicary or directly helpful a job is, the worse the pay is generally. Teachers, Firefighters, ect. He posited it was because subconciously in an time with so many meaningless or actively alienating jobs, to have a career that has a visible impact on the world is considered part of the pay package.

The killsats I'm conspirizing over weren't meant for ground targets. They could be used that way, but you're correct it would be very silly to do so. The plasma lance/cone would be heavily attenuated by the atmosphere, probably still hit like a nuke, but trading megatons of boom for kilotons of ground-effect. Awful offensive weapon.
The derivitives of Casaba Howitzer were for Reagan's Starwars program for taking out ICBM during their launch & orbital stages. Idea was a single Casaba could target multiple missles with its cone of fire, and give America First Strike capability with its standard arsenal of ICBMs & SSBNs.
This is the same era the US was toying with the idea of throwing up a kessler syndrome-worth of interceptor satellites and the Soviets were trying to clandestinely launch megawatt CO² lasers into orbit.
