I moved my domains for self hosted apps to fullhost.com and flipped the to .ca while I was at it. They claim to be the cheapest .ca registrar but I'll be honest I haven't fact checked that.
They also seem to have a pretty complete offering for everything a business would need to host things with a Canadian company.
