It's basically a European organization that provides loans and grants to European initiatives. It seems to me a sort of World Bank, or international monetary fund, but just for Europe.

Since February 2024, many local campaigns have been taking place to show to citizens the positive impact that NextGenerationEU-funded projects have had on local communities.
I don't think the quality of a social network is measured by their marketing campaign. Diaspora doesn't aim at a critical mass of users. It's quality over quantity
