Reservations aren't part of her state; they're sovereign territory of the nations that live there

- Idk, I assume the tribes have their own enforcement rules/mechanisms
  
  Complicated, but generally banishment/exclusion is a power a tribe has that states don't, and in theory state law doesn't supercede tribal on reservation land.
  Who knows what this SC would do though.
