This sounds like a good idea. I wish we had something like that where I live. I shouldn't be able to be woken up in the middle of the night by a vehicle half a mile away. There's no good reason for a vehicle to make that level of noise.
Saskatchewan introduced excessive noise legislation recently too. I believe the noise limits are still quite high though, and I haven't seen much of a push for enforcement.
Sometimes you need a car. Sometimes you can't afford non essential repairs right away. Sometimes those repairs might include the fan belt slipping as you go round a corner and making that god awful screeching sound.
