Cleaning up the print with some sandpaper might have made a big difference or is that paint chunks on the surface?

Looks to be thick / undiluted paint. A spray can is cheat-mode for painting stuff like this though.
kinda both, there were small spikes on the surface, where the paint got chunky
If your ever in a situation where both you and your mom are in that room and you get into an argument about destroying something and she gets really mad and starts throwing things and then throws something into that glass case and damages that model you can say...

As someone who makes art and sculptures from scratch, it always bothers me when people 3d print something and say "I made this".

As someone who reads comments on the internet, it always bothers me when I see someone trying to piss all over someone else's happiness to make themselves feel superior.
You do that too, every day
I maybe didn't make it, I just put it together, but the guy who made, tested and built the model actually made it.
What possessed you to "paint" it
I used a new fillament and my printer got too hot, so there were burn marks
