Agreements with Russia aren't worth the paper they are written on. Russia already broke the Budapest Memorandum, this new agreement would not have been any different.
- Don't forget Minsk II if you want something more recent.
  
  uhh you do know that it was ukraine who didn't implement minsk 2 right? they never went through with the constitutional reform and there were multiple ceasefire violations
