Pretty much. They're saying they'll try to litigate it rather than comply. If it holds, people end up better off.
If they lose they should be forced to pay people for the time they spent in litigation as unpaid wages.

But labor officials say they have carefully considered possible litigation and are confident that the rule would withstand a court challenge.
From an honest legal system, probably.
I hope they have something else ready to go for when the courts strike this down.
Turning taxis from owner-operators into employees of giant, faceless, data-driven corporations with the same technology that could have been used to improve ordinary taxis.
