The vast majority of convictions occur at the state level.

That should have been done the second it was legalised (don't get me started on before then and who these laws were written to target in the first place), waiting this long is nothing to be proud of, it's bare minimum shit..

And due to anti-drug treaties we have with other nations, it may be a good long while before it's even possible to make it legal Federally.

Marijuana is still classified as a schedule 1 drug and remains federally illegal.
