You're not missing anything. A wheelchair slides down the chute, hits the bottom, flips over the bottom, and lands on the ground just after the chute. Then the guy picks it up and puts it on the cart.

They probably had to make room for a different wheelchair because they overbooked. That's all airlines do these days, overbook flights and best the shit out of doctors for being Asian.
