This decision is nothing short of baffling to me. Carrying such items shows you aren't naive and you care for your safety, so why come to the US in the first place?

One of the most famous liberal quotes from the pro-west crowd was "Everyone in the US owns guns, that's why it's peaceful and no chaos exists at all".
At least this particular student knew the danger somewhat lol.

Classic rookie mistake. All you have to do, every time you leave your house, is the incredibly normal thing of keeping a running tally of what around you is cover and what is concealment.

Not entirely true, the federal law restricts that right only for citizens of the US. But that isn't even relevant here, this guys just wanted a Kevlar vest, not gun.
