He has to show that he's tried all reasonable avenues and if he does and Trump still fucks us, then he comes out and says - I tried all I could, now we'll have to take these unprecedented steps to prevent economic meltdown. I think in such a scenario Canadians would rally behind him and consent to COVID-like economic supports among other things, even WWII style policies around prices controls, taxes and so on, depending on how bad things get. The other parties would also be forced to support him because it would look pretty bad if they stood against taking care of Canadians during an economic crisis.
