Mesa 25.2 RADV Driver Merges Support For AV1 Vulkan Video Encode

I thought the cards had to be newer to support this but it looks like 6000 and up support AV1 encode. That would be nice because av1 is so atrocious to use on CPU.

Awesome! Maybe I can finally switch to using it, though OBS settings are quite confusing.
