I don't know what the language settings do, but I just left mine on the default when signing up because there was a warning that you might not see comments
Yes, this is most likely the problem.
Make sure you have undetermined as well as english and any other languages you speak selected in your language settings in your profile settings? Use control+click on each language to select multiple languages
