Well yeah, we can’t really fight climate change if we are no longer a country.
Not being invaded being top priority is pretty understandable at any point in history.
We won't fight climate change as long as we remain Canada, a nation created specifically for the purpose of extracting value from natural and human resources and transferring them to private ownership. We're more likely to change if we are annexed, frankly.
Fighting against the US is fighting climate change.

Trying to do too much and failing the execution was Trudeaus downfall, and the next PM will have even more to deal with as top priorities.
Pulling in climate issues to new trade partnerships and new housing policies is a way to keep progress towards climate goals while also keeping focused on practical issues we need to solve in the short term.
I think this is the key. While I do think that a government can juggle multiple issues at the same time successfully, the population can only pay attention to a single issue at a time. Splitting attention dilutes a party and news outlets will have trouble disseminating so many issues at once. Concentrating on just a small number means that people can get a good and slightly nuanced idea of the party's policies making disinformation harder, accidental or purposeful.
Saying we care about climate change, attending conferences, giving billions of dollars to oil companies for carbon capture, bribing people to buy electric cars, promoting natural gas, studying high-speed rail for twenty years, adding and then removing a small tax on carbon — those poor politicians tried everything they could think of.
