New Mexico governor signs bill to provide 'turquoise alert' when Native Americans go missing

I don't totally understand this one- if a Native American child goes missing, is that Amber or turquoise? What about elderly Native American? Does this only apply to native Americans that aren’t in the other two categories or does it supersede them?
