This seems to be mostly about a technical solution "Fulcrum".
I don't think this is a technical problem though. Why is there no European AWS/GCP/Azure? I guess SAP BTP is the closest thing but it is effectively unknown compared to the US offerings.
Hetzner and OVH aren't similar enough?
They are more basic, I think? The US ones provides tons of additional services around the basic compute/storage stuff.
