So, this is actually addressed in the video and one of the most common asks in the matrix chat of the project. The short answer is: This is not a project to create a new distro, and in fact, the choice of underlying distro is very much flexible - the main responsible person cites another pilot project where they rolled out an OpenSUSE tumbleweed based distro in Schleswig-Holstein, Germany, and after the pilot ended, the underlying distro was still considered very much flexible. So, distro choice is, somewhat unintuitively, not that important at this stage.
This is instead a project at building a framework that can then plop on top of an underlying distro (currently, Fedora is the candidate, simply because that's where the most work has been done - but there's volunteer work going on for other distros, too), and also a project, to lobby and convince public service sectors in the EU to use this customized distribution, tailored towards the need of EU public administration.

I get the idea, but it's like there's hardly any research behind it. You can "tailor" any installation already with a modicum of skill and a solution that's independent of the underlying distribution will inevitably have to make compromises that turn it into just another meta distro.
