Actually why didn't Arteta ever play for the Basque national team lol
I know it's not a national team in the same sense but still
@Astrealix don’t think any of his managers would have let him go for what is a glorified friendly against, like, Venezuela. Also there may be a bias towards players in LaLiga, esp if many will play in teams together already (Athletic, La Real, Alaves, etc..)
