Something can be both innovative and retarded at the same time. Just look at every government weapons development program. Lots of extremely innovative stuff. Innovative stuff that's over the top, expensive, and logistically infeasible. There comes a point where people stop being victims, and willingly subjecting oneself to living in an overpriced, overpopulated, crime ridden city is entirely self inflicted.
