is there something bad about thus particular one?
- It has been particularly buggy, even by Microsoft standards.
I actually want this update but Windows Update isn't serving it to me yet
- what does it change?
  
  It mostly adds AI features. Last time I checked, Microsoft even tells you that there's no need to install it unless you just want to check out the AI stuff.
- You can always use the Windows 11 Upgrade assistant to force it
